The New Northern Ireland Assembly is examining a Taxi Bill that aims to establish a one-tier licensing system across the region.
The Bill will merge Hackney Carriages with Private Hire Vehicles potentially destroying the livelihoods of 450 Hackney Carriage drivers by allowing 2,000 Private Hire cars to pick up on the street in Belfast.
Taxis traditionally in the UK can be hailed on the streets and at a rank, whilst Private Hire Vehicles must be pre-booked and cannot
tout for business or use taxi ranks.
Three weeks ago, the Belfast City cab trade were allowed by authorities to protest outside Stormont. A group of over 200 drivers turned out to protest against the proposed Taxi Bill. The Minister of the Environment,
Arlene Foster, realising this was an important issue agreed to talk to the T&G representatives who had organised the protest and has
now agreed that they should be allowed to give evidence to the Environment Committee, who are looking at the details of the Bill
Northern Ireland is the only taxi licensing area that until recently was run by the UK Government.
The re-establishment of the Northern Ireland Assembly at Stormont has meant that the new Assembly now governs this licensing district. Prior to the re-establishment of the Assembly, policy officials at the Department of Environment (DoE) decided that it would cease to differentiate between Hackney Carriages and Private Hire Vehicles, effectively combining the two very different services.
Should the Bill be implemented, not only are individual Hackney Carriage drivers having their livelihoods threatened by Private Hire operators taking their work away, but they are also going to be required to be a ‘taxi operator’.
This would mean every fare will have to be recorded by every driver and a record kept of the name of the passenger and pick up and drop off point. Fines for not doing this will run to thousands of pounds if this requirement is not adhered to!
If the UK’s mainland taxi industry thinks this is an ‘across the water’ issue and why should they worry about it, well, perhaps they should think again?
UK licensing regulators have indicated they have wanted to simplify licensing conditions and to them a one-tier system would in theory make sense! There has already been talk in Scotland about the simplicity of
having a one-tier system and should the controversial Northern Ireland legislation be approved, it would not be too difficult for Scotland to follow suit.
This could then happen in England and Wales and in particular in London, which is renowned for having the finest taxi system in the world.
The London Taxi Board, currently under the Chairmanship of Brian Rice, is extremely concerned by these developments and is currently actively involved in assisting the licensed taxi trade in Northern Ireland in ensuring that this misguided element, of what is otherwise a not unreasonable review of taxi legislation, never reaches the statute book. |

if these drivers [hacks] were to become your members and did have to become a taxi operator would that mean the GMB in Belfast was a owners association ?

I have never met anyone from either Hack or Ph who would want this!
Surely the trade should organise itself NATIONALLY to prevent it, no prizes for guessing the organisation we recommend

As far as I'm concerned the GMB PDB is a union which welcomes PH, HC and Taxi Office Staff. I, and others I believe, who are PDB members realise that there will be differences between HC and PH locally occassionaly, however we are all Proffessional drivers. We all do the same job, we all face the same problems and dangers.
I personally believe that the GMB PDB is the best vehicle to empower drivers to organise their industry as they believe it should be run.
Finally, I have not yet met a GMB PDB representative who supports deregulation.

i know what you and the GMB stand for and who it represents and that it shows no favouritism between any.
i was just pointing out that Terry says that the NTA is a operators organisation so i was pointing out that in Belfast if the GMB had a branch then maybe, just maybe it also could of being accused of the same for no fault of its own but purely because of the membership it had recruited.

Hi Tony,
Although I can't speak for Terry, I believe he means the likes of CC and Mr T are fleet owners, who employ drivers on an employed or self employed basis, the NTA do not represent these drivers as the NTA represent the owners of the taxis. These are the H/C drivers that we are trying to attract to the GMB.

the drivers that joined the gateshead branch of the GMB under Mick Pollard, i take it were drivers not owners ?
the ones that left the GMB Gateshead branch and joined the NTA, were these drivers or owners ? |

I have no problem apologising to both Mr T and CC if I am wrong, perhaps they can advise. I always believed that the NTA are a Taxi proprietors association. R U telling me that they accept Taxi Drivers into the assocuation and these Taxi drivers have the same conditions as Taxi proprieters

I have always found that when you state something to be a fact it is advisable to be certain that your information is correct, and it is essential to do so when advising newcomers or even your own members.
Associations and union members rely on the information you give them to be 100% accurate. Nobody listens to the fool who later says when proved wrong 'I thought what I told you was right' ......... It must be correct! otherwise you are putting forward a deliberate lie or showing yourself to be an ignorant muppet.
The NTA is a national assoc. It is made up of associations from one end of the country to the other. Each assoc. is made up of individual members who can be either drivers or owner drivers. How the association is made up depends on each individual association.
Please correct me if I am wrong, but having read on another forum a thread which describes the GMB branch Brighton as a branch that is funded by the company you work for (in other words, your company pays the subs for all drivers, whether they like it or not). This to me speaks volumes. It suggests that the company wishes to use the GMB for its own ends, I have a tendency to wonder whether the drivers actually physically partake in any decisions your branch might make.
For the record, each delegate that attends the NTA's conference has a vote on the issues on the agenda . The delegate can only vote as directed by the association he represents. I believe that is democracy? |

Lets be clear no-body can become a member of a union without filling out a form REQUESTING admission to membership.Members meetings never take place with proprietors present except by INVITATION of the membership, that has not happend in Brighton.Enforced closed shops are ILLEGAL the GMBPDBs operate legally.
The NTA has proprietors who rent hacks out, and then discourage those drivers being organised, Lets quote Trevor Jones ie MrT and ----" i wouldnt let my drivers join the GMB that would be INTRUSIVE to my business" to me on a phone call, there we have it a leading advocate of the NTA objecting to Union membership, he and the NTA are frightend of drivers being organised effectively, why because it would prevent their exploitative practices!
